These records document the history of the
International Union of Geodesy and Geophysics, a non-governmental scientific organization
dedicated to the promotion and coordination of physical, chemical and mathematical studies
of the Earth and its environment in space. In 2000, the Union included 76 member countries
from six continents. The IUGG is administered by a Bureau that consists of the Union's
President, Vice-President, Secretary General, Treasurer, and four elected members. The bulk
of the records documents the activities of the Secretary Generals through correspondence
with Union officers, member countries, and associations, and with other related
organizations within the International Council of Scientific Unions (ICSU) and the United
Nations Educational, Scientific and Cultural Organization (UNESCO).

The International Union of Geodesy and Geophysics, a non-governmental scientific
organization dedicated to the promotion and coordination of physical, chemical and
mathematical studies of the Earth and its environment in space, was established in July
1919, during a meeting of the then International Council of Research (now the International
Council of Scientific Unions, or ICSU) in Brussels. Thirteen countries requested membership
in the original Union, which consisted of the five "sections" of Geodesy, Magnetism and
Terrestrial Electricity, Meteorology, Oceanography, and Seismology. In 1920, financially
contributing member countries included Belgium, Canada, France, Greece, Japan, Monaco,
Portugal, the United Kingdom, and the United States. Italy and Mexico became members of the
Union in 1921. In 2000, the Union included 76 member countries from six continents.
The first General Assembly of the IUGG was held in May 1922, in Rome. At the first General
Assembly, the sections of Hydrology and Volcanology were added to the Union. In 1933 at the
fourth General Assembly in Lisbon, the seven sections were officially designated to be semi-
autonomous Associations, each with its own separate but related discipline or subject. The
seven Associations of the IUGG are: the International Association of Geodesy (IAG), the
International Association of Geomagnetism and Aeronomy (IAGA), the International Association
of Hydrological Sciences (IAHS), the International Association of Meteorology and
Atmospheric Sciences (IAMAS), the International Association for the Physical Sciences of the
Ocean (IAPSO), the International Association of Seismology and Physics of the Earth's
Interior (IASPEI), and the International Association of Volcanology and Chemistry of the
Earth's Interior (IAVCEI). Since 1963, General Assemblies have been held every four years.
In addition, the IUGG sponsors Inter-Association Commissions, symposia and workshops, and
interdisciplinary research programs in support of its dedication to the scientific study of
the Earth and the applications of the knowledge gained by study to the needs of society. The
Union is a member of the ICSU, a co-sponsor of the Federation of Astronomical and
Geophysical Data Analysis Services (FAGS), and cooperates with UNESCO in the study of
natural catastrophes.
The IUGG is administered by a Bureau that consists of the Union's President,
Vice-President, Secretary General, Treasurer, and four elected members. The Executive
Committee (which includes the Bureau, the retiring President of the Union, and the
Presidents of each Association) is responsible for overseeing the Union's scientific
programs. The Union published the IUGG Chronicle from 1952 1995. The official languages of
the Union are French and English.

This collection contains correspondence, meeting minutes, reports, publications, and
financial and historical documents. It constitutes the archives of the IUGG and was
previously maintained by each successive Secretary General of the Union. The bulk of the
records documents the activities of the Secretary Generals through correspondence with Union
officers, member countries, and associations, and with other related organizations within
the International Council of Scientific Unions and the United Nations Educational,
Scientific and Cultural Organization. The majority of records are in English and French, but
some Spanish, German, Chinese and other languages are also included.
Permission of an officer of the IUGG is required for access to records less than 25 years
old.

series.
The majority of records of Secretary General Georges R. Laclavere date from 1955 to 1963.
They are in 26 cloth bound volumes labeled "Chronos" (for strictly chronological files of
correspondence), or "CIR" (for circulars and other reports, arranged chronologically and
individually numbered). Beginning with the records of Secretary General George D. Garland in
1963, the records are arranged into subject categories based on the office, country,
committee, association, or activity to which each record relates.

Series Descriptions
Four folders, approximately two linear inches, of documents including informal
histories of the IUGG, statutes and by-laws, and lists of member countries and officers.
Included among the historical documents are a set of questionnaires from the ICSU, and
information regarding the IUGG symbol. One folder of printed materials includes English,
French, and Spanish language copies of an undated informational brochure.
Bureau meeting minutes, 1964-96, records of the IUGG Presidents, Vice-Presidents,
Treasurers, Secretary Generals, and other Bureau members, as well as the Executive
Committee, Finance Committee, Future Structure Committee, and Publications Office,
measuring twelve linear feet, are included in this series. Documents are arranged
chronologically, except for Treasurer records, which are reverse chronological.
President and Vice-President correspondence and reports are not voluminous (1 foot), but
Presidents Kaplan, Coulomb, Charnock, Ashour, Keilis-Borok, Moritz, and Wyllie and
Vice-Presidents Kisslinger, Wyllie, and Shamir are all represented. Treasurer records
(1.5 feet) consist largely of transitory correspondence (in reverse chronological order)
with Einar Andersen, and to a lesser degree Soren Gregersen.
The Secretary Generals represented in the collection are Laclavere, Garland, Melchior,
and Balmino. Laclavere's records are mostly included in the 26 cloth bound volumes
labeled "Chronos" and "CIR." The "Chronos" volumes (1960-63) consist of letters from
Laclavere's office, including letters from M. Baker, Benedicte Lesur, and Jaqueline
Laclavere. "CIR" volumes (1955-63) include chronologically arranged and numbered copies
of circular letters, reports, and meeting minutes. The records in these bound volumes
document not only Laclavere's involvement as Secretary General of IUGG, but also his
work with the International Committee of Geophysics (CIG), the Federation of
Astronomical and Geophysical Data Analysis Services (FAGS), the Comit
National Franais de Recherches Antarctiques (CNFRA), the ICSU Review, and
the Scientific Committee on Antarctic Research (SCAR). The records of Secretary Generals
Garland (one inch) and Melchior (four inches) represented here are more general and less
numerous because much of their correspondence is spread throughout the rest of the
collection within the different series and sub-series subject categories. Secretary
General Balmino's correspondence, arranged in reverse chronological order, includes
indices for the years 1994-98.
The remaining administrative documents include minutes of the Executive Committee
meetings (5 inches, 1965, 1992-95), Finance Committee correspondence and reports (4
inches, 1962-79, reverse chronological order), IUGG grant records (1 inch, 1991-93), the
Future Structure Committee (2 inches, 1963-64), and general and transitory records from
the publications office (7 inches, 1975-96).
Member and potential member countries are represented through correspondence and
reports (5 feet, arranged in reverse chronological order) originating with a National
Committee or related to a country's membership and activities with IUGG. Over 82
different countries are included alphabetically from Algeria to Zambia. The official
replacement of member country Taiwan by the People's Republic of China is well
documented here, as well as in the Extraordinary General Assembly of 1977 documented in
Series VII: General Assemblies.
Correspondence, publications, meeting minutes, reports, printed material, and some
photographs (5 feet) produced by or concerning each of the seven semi-autonomous
Associations. The seven Associations are: the International Association of Geodesy
(IAG), the International Association of Geomagnetism and Aeronomy (IAGA), the
International Association of Hydrological Sciences (IAHS), the International Association
of Meteorology and Atmospheric Sciences (IAMAS), the International Association for the
Physical Sciences of the Ocean (IAPSO), the International Association of Seismology and
Physics of the Earth's Interior (IASPEI), and the International Association of
Volcanology and Chemistry of the Earth's Interior (IAVCEI). Following the original order
developed by the IUGG General Secretary, each Association serves as a sub-series, but
they are more effectively subject categories rather than administrative units.
Correspondence or reports are listed not strictly as originating with a certain
Association, but rather as related to the activities or discipline of the Association,
for example, and a letter from the General Secretary to the President of the IAPSO may
be included in the IAG sub-series. Associations are listed alphabetically, and records
are arranged chronologically.
Correspondence, publications, meeting minutes, reports, and printed material (2 feet)
concerning each of a number of research programs that cross the administrative lines of
the seven IUGG Associations. The seven research programs represented are the Arctic
Inter-Association Committee, the Committee on Geophysical Bibliography, the
Inter-Associations Committee on Mathematical Geophysics, the Inter-Associations
Committee on the Study of the Deep Interior of the Earth, the Standard Earth Model
Committee, the Tsunami Commission, and the Upper Mantle Committee. Similar to the Series
IV Association series records, each sub-series does not strictly represent an
administrative unit, but rather a subject category. Documents may originate anywhere,
but are included if they are related to the activities or discipline of a research
program. They are arranged chronologically.
Correspondence, publications, reports, and financial documents (8 feet), relating to
the International Council of Scientific Unions, its administration and member
organizations. General records include historical documents, correspondence, financial
and grant reports, and records of the ICSU Abstracting Board and Assemblies. The records
in the other sub-series reflect the activities and disciplines particular to the various
Inter-Union Commissions, Scientific and Special Committees, International Scientific
Union Members, Joint Programs, and the Federation of Astronomical and Geophysical Data
Analysis Services (FAGS). Each organization is listed alphabetically in its sub-series,
and records are arranged in reverse chronological order.
This series contains correspondence, publications, reports, and printed material (2
feet) related to the activities of the United Nations Educational Scientific and
Cultural Organization and other international organizations. UNESCO records (1.5 feet)
include contract documents, subventions, liaison officer, program documents, and the
United Nations' International Decade for Natural Disaster Reduction. Other organizations
represented include the World Meteorological Organization (WMO), the Pacific Science
Association (PSA), the Pan American Institute of Geography and History (PAIGH), and the
Pan Indian Ocean Science Association (PIOSA). Records are arranged in reverse
chronological order.
The Proceedings (Comptes Rendus), Circulars, Agendas, Programs, Abstracts, reports, and
participant lists are all included in the records (5.25 feet) of the 7th and 10th
through 22nd IUGG General Assemblies, including the Extraordinary General Assembly held
in Durham, England, in 1977. Correspondence and other organizing documents are also
included for some of the Assemblies. Arranged chronologically.
Correspondence and reports (6 inches) concerning IUGG and related symposia scheduled
between 1964 and 1966. Reverse chronological order.
IUGG publications include cloth bound copies of the IUGG Chronicle, 1953-92, IUGG
Yearbooks for the years 1989, 1997-2003, and IUGG Union Lectures for 1992. Various
single publications (1 inch) of other organizations, including the International Council
for Scientific and Technical Informations, the Deutsch Geodatische Kommission, and the
National Academy of Sciences are also included.
