The Committee was organized in the 1920s to begin a systematic study of the lunar surface using Mount Wilson Observatory as the base of operations. F. E. Wright, of the Carnegie Institiution of Washington's Geophysical Laboratory, was the chairman of the committee, which operated until the mid-1930s.
