Smithsonian Institution. Assistant Secretary for Science.
Smithsonian Institution Assistant Secretary for Science records, circa 1963-1986.
These records document the administration, under David Challinor, of the science bureaus of the Smithsonian, circa 1975-1985, and the International Environmental Sciences Program (IESP) during a period of intense environmental activity by the Institution. The IESP funded work in India, Egypt, Aldabra, and Brazil, among others. A subprogram of the IESP was the Environmental Sciences Program (ESP), which primarily funded research on the tropical ecosystem at STRI and the temperate ecosystem at CBCES. Smithsonian scientists were important participants in environmental organizations such as the Endangered Species Scientific Authority, the International Convention Advisory Commission, the Convention on International Trade in Endangered Species of Wild Flora and Fauna, and the International Union for the Conservation of Nature.
These records consist of correspondence and memoranda concerning operation of the science bureaus: their budgets, personnel, facilities, collections, and the filling of high level positions. Also included are files documenting the IESP and ESP and Smithsonian participation in other environmental organizations, and grant applications for scientific projects.
For an administrative history of the office of the Assistant Secretary for Science, see record units 108 and 254.
David Challinor served as Assistant Secretary for Science from 1971 to 1985, when his title was changed to Assistant Secretary for Research. Ross B. Simons served as Program Manager, 1976- . Offices reporting to this Assistant Secretary included the Center for the Study of Man, the National Anthropological Film Center, the Chesapeake Bay Center for Environmental Studies (CBCES), the Office of Fellowships and Grants, the Office of Biological Conservation (OBC), the Research Institute for Immigration and Ethnic Studies, the National Museum of Natural History, the National Air and Space Museum, the Smithsonian Astrophysical Observatory, the Smithsonian Science Information Exchange (SSIE), the Radiation Biology Laboratory (RBL), the Fort Pierce Bureau, and the Smithsonian Tropical Research Institute (STRI). This period saw the termination of OBC, SSIE, and the Research Institute for Immigration and Ethnic Studies; the creation of the Office of Fellowships and Grants; the combination of CBCES and RBL into the Smithsonian Environmental Research Center; and the renaming of the Fort Pierce Bureau as the Marine Station at Link Port.
