Paul Kaur was born in parish Koork la, Viljandimaa, Estonia. He worked in Meteorological Observatory of Tartu University as an assistant (1932-1934), in Estonian Army topohydrographic department as teacher and geologist (1935-1940), in Tallinn Technical University geophysics lecturer, in Tallinna Technical School as math teacher, in Tallinn Sea Observatory as forecaster (1940-1941), in Hydrometeorological Institute as head of the Sea Hydrology Bureau (1941-1944). During the WW II he was mobilized into the German Army. 1944 he left for Germany. There he worked in Sea Observatory in Greifswald as researcher (1944-1945), he was a founder and a leader of the DP Navigation and Sea-Engineering School in Flensburg DP camp (1945-1949) and also director of Estonian gymnasium and a head of the elementary school, math teacher in Lingen Estonian Gymnasium in Germany (1949-1950). 1950 he emigrated to the United States.
