Early history of formation of American Association of Physics Teachers (AAPT); formation of the education committee of the American Physical Society (APS) by George B. Wendell in 1919; the APS "exclusion principle" for teaching papers. Dayton C. Miller on the Council of APS led objections to report of the education committee, Webster's counter-arguments.
