Speech given at the Conference on 40 years of Ion Chemistry, honoring Carl Lineberger's 70th birthday by Lewis Branscomb. Discusses the period from 1953 to 1967 when Branscomb and his colleagues and students had the only equipment that could be used to make quantitative studies of negative ions in vacuum.
American physicist, government policy advisor, and corporate research manager. He is best known as former head of the National Bureau of Standards and, later, chief scientist of IBM; and as a prolific writer on science policy issues.
