Ellis received a Ph.D. in biophysics from California Institute of Technology (Caltech) in 1934. He was recruited for the Caltech rocket project in 1941 and worked at the Naval Ordnance Test Station in China Lake after 1945 with stints at Caltech and the Institute for Defense Analysis.
