Wolff discusses his family life as a child and his early education; college life and graduation from Wittenberg College (1942) with five majors; joins the U.S. Navy and attends military meteorology training at the University of Chicago; after several assignments, he went into the Master's program at Naval Postgraduate School; and then to advanced forecasting course at the University of Chicago; comments on the beginnings of numerical weather prediction; opinions on climate modeling; interservice rivalries between Air Force, Navy and Weather Bureau meteorology; after 12 years at Monerey, he retired from Navy; received an appointment to head National Ocean Service during the Reagan administration which was opposed by NOAA; he reduces the size of NOS during his tenure; discusses factors influencing the use of computer models for forecasting, such as personnel, hardward computers, satellites, communications links, etc.
