Japanese physicist. He was involved in the founding of the Institute of Space and Aeronautical Science (ISAS) which became a national facility to which all Japanese universities have access, and where he became project director. He later became director-general of the organization in 1984, and chairman of its council a few years later. He then became president of another of Japan's laboratories, RIKEN, from 1988 to 1993.
