Dr. Bromley speaks about investment in basic research and applied science as part of federal policy. He states that domestic spending was cut back in Bush's budgets to fund N.I.H. He discusses why health priorities, including the development of vaccines and the Children's Vaccine Initiative, are political. He also explains the Bush administration's view of the private sector's role in biotechnical development.
Bromley was the science advisor to President George H. W. Bush.
