Topics discussed include organizing the Arctic Project Office of the USWB in the late 1940s, which later became the Polar Project Office during the IGY; development of the Joint Arctic Weather Reporting System (JAWS) with Canada during the late 1940s and early 1950s; was exchanged to Mirny Station, Russia during the IGY.
Meteorologist; began work at United States Weather Bureau in 1929; retired from National Oceanic and Atmospheric Administration in 1975, where he had been the U.S. Representative to the World Meteorological Organization for many years.
